Consultant Selection - Public Works Current Requests for Interest and Qualifications

Below is a list of projects for which the Consultant Selection Committee is seeking Qualifications-based contracts.  Those Consultant Firms interested in being considered for selection must submit five copies of a Letter of Interest and Qualifications (LOIQ) prior to the indicated deadline. LOIQ's should include a 1 page statement of interest stating the project(s) for which the Consultant would provide services and an additional one-to-three page statement of qualifications including applicable experience.  LOIQ's shall not exceed a total of four pages.  Pages shall be 81/2" x 11" and numbered.  Please do not attach brochures to LOIQ.  Consultant firms must submit a separate LOIQ for each project in which they are interested.  Mail LOIQ to:  Michelle L Juliano, Assistant Administrator, Bureau of Public Works, Design and Construction, PO Box 483, John O Morton Building, 7 Hazen Drive, Room 250, Concord, NH  03302-0483.

Project: Two (2) NH Army National Guard (NHARNG) Field Maintenance Shops – Seacoast Region and South Central Region

Scope of Work:

The State of New Hampshire, Department of Administrative Services - Bureau of Public Works Design & Construction is actively seeking TWO Architectural firms – one firm for each of the two above-referenced projects.  At this time, the Department is soliciting companies’ interest and qualifications in the projects to provide design and construction administration services.  Selections will be based on experience and general qualifications to undertake projects of the size and scope outlined below.  Only one (1) Letter of Interest and Qualifications (LOIQ) will be accepted from each interested firm.  Each firm submitting an LOIQ will be considered for both projects.  The top 5-6 most qualified firms will be invited to submit a technical proposal which will be rated for final consultant selection.  The two (2) firms with the highest ratings will be selected to provide architectural/engineering services.  Both projects are pending the availability of Federal funds.  If funding is secured for both projects, the highest rated firm will be selected for the South Central Region FMS and the second-highest rated firm will be selected for the Rochester FMS.  If Federal funding is secured for only one facility, then the highest rated firm will be selected for that project.     

NHARNG Seacoast Region Field Maintenance Shop (FMS)

This project will provide a new 26,000 +/- SF Army National Guard Field Maintenance Shop (FMS) consisting of 6,500 +/- SF of administrative and support space plus five maintenance bays for varying uses. The project will also include two detached buildings consisting of a 600 SF flammable materials facility and a 300 SF Controlled Waste Facility. The site will be developed with a pavement area including 6,500 SY for both privately owned vehicles and secure motor pool for military vehicles and 1,200 SY for military equipment. This project supports the maintenance and repair of combat and tactical vehicles for the NHARNG in the coastal region of the State. The facility will be staffed by 12 full-time NHARNG technicians. This project is a partial replacement of the existing facility in Manchester.

The new facility will be located on existing State-owned land in Rochester that is currently operated by the NHARNG.  The construction budget will be approximately $8,400,000.

NHARNG South Central Region Field Maintenance Shop (FMS)

This project will provide a new 28,200 +/- SF Army National Guard Field Maintenance Shop (FMS) consisting of 8,000 +/- SF of administrative and support space plus five maintenance bays for varying uses. The project will also include two detached buildings consisting of a 600 SF flammable materials facility and a 300 SF Controlled Waste Facility. The site will be developed with a pavement area including 5,700 SY for both privately owned vehicles and secure motor pool for military vehicles and 1,800 SY for military equipment. This project supports the maintenance and repair of combat and tactical vehicles for the NHARNG in the south central region of the State. The facility will be staffed by 18 full-time NHARNG technicians. This project is a partial replacement of the existing facility in Manchester.

The new facility may be located on existing State-owned land that is currently operated by the NHARNG. Additional adjacent land may be purchased to enhance the site.  The construction budget will be approximately $9,500,000.

Response Due: December 17, 2014
Available Funds: $2,500,000 has been approved by the NH Legislature for the design and construction administration of the two facilities.  Design and construction costs will be 100% Federally funded.  Federal funding has been authorized but is pending availability.
